The ESADE Alumni Public Management Club cordially invites you to this round table session. Leaving aside the vicissitudes that may occur during the process of passing the preliminary draft of the law on the "Rationalisation and Sustainability of Local Administration", few people question the need for a far reaching reform of Local Public Administration, yet there are major disagreements with regard to the intentions, aims and measures that such a reform should incorporate.
Almost everything (except financing) seems to be up for debate at a local level: councils vs. regional government, management formulas, mayors' and councillors' salaries, areas of authority, cases of apparent duplicity, transparency... etc.
Is this the reform Local Administration needs to adapt to the "change of era" we are undergoing? To get an understanding of the real scope of the government's approach and aims to this proposed law as well as its position on the issues it embraces, we will bring together mayors with extensive careers and broad experience from across the political spectrum.
Manuel Arenilla, Professor of Politics and current Director of INAP (Instituto Nacional de Administración Pública, National Institute for Public Administration) and one of the principal promoters of the preliminary draft of the law Odón Elorza, served as Mayor of San Sebastián and is currently a Congressional Deputy for the PSE-PSOE. José Masa, Mayor of Rivas (Madrid) for the IU coalition. Francisco de la Torre, Mayor of Málaga and Senator for the PP.
