Conference 'Consumers: active and central players in tomorrow's electricity market'

The ESADE Alumni Energy & Environment Club and the ESADE Alumni Law Club in conjunction with ESADE Law School are pleased to invite you to this conference. The winter package published by the European Commission on 30 November entitled ''Clean Energy for All Europeans'' proposes eight amendments to electricity sector legislation including directives and regulations. Its main aims are energy efficiency, EU leadership in production by means of renewables, and giving consumers a fair deal. To this end, it puts emphasis on the market rather than merely public intervention. There is, however, an awareness of the need for this market to be well designed, based on the experience gained from the implementation of the 3rd regulatory package based on Directive 2009/72 about EU regulations for the domestic electricity market.

The proposals in said winter package are subject to protracted negotiations between the EU parliament and council (member states) but it is of the utmost importance to analyse and discuss them in order to contribute, as far as possible, to finding the best solution. This analysis and discussion will also provide an insight into the possible impact of the winter package on all the players involved in one way or another in Spain’s electricity industry.

Because of the important role envisaged for consumers – be they industrial, commercial or households – this talk will focus particularly on the measures aimed most directly at consumers.

In order to justify the above-mentioned proposals, it has been argued on several occasions that unlike regulated prices, spot market prices prompt consumers to adapt their habits to use cheaper energy during off-peak periods. It is also said that if this behaviour becomes sufficiently widespread, it will lead to a reduction in both peaks in demand and the ensuing strain on the network and energy production. However, this can only be achieved if (a) consumers can access information in real time (or as near as possible) about their consumption and (b) other parties duly authorized by consumers can also access this information and offer professional advice. Such advice would give consumers guidance about how they can reschedule their demand to take advantage of fluctuating prices by using electrical appliances featuring programmable technologies, or intelligent heating or air conditioning systems, or storage systems and/or self-generation facilities.
