The ESADE Alumni People Management and Organisation Club invites you to this talk about human resources management in public companies, illustrated by successful case studies.

Public-sector companies, like private companies, develop models to help achieve their national and international business goals whilst enabling them to provide efficient, quality public service, in an increasingly competitive and changing context. In addition to all this, the rules of the game are different from those of the private sector, although this does not prevent them from trying to recruit, retain and develop the best talent.

This talk will focus on issues such as globalisation, strategies for bargaining with workers’ representatives, successful redimensioning, how they create employer brands, and how they are implementing digitisation.

The audience will discover first hand, from the experience and knowledge of the speakers, how the best possible HR strategies are designed and implemented in circumstances with limited financial possibilities and certain rules of the game. These experiences are applicable to both public-sector and private companies.

Born in Madrid in 1979. Degree in law (Universidad Autónoma de Madrid) and member of the Madrid Bar Association. After a short period at the Dikei law firm, he was hired by Garrigues Abogados y Asesores Tributarios as a partner in their public law and town planning department.

After working at Garrigues for 6 years, he joined Canal de Isabel II in 2009 as head of their water and environment legal department in charge of legal advice, and as the firm’s representative in all types of law suits, particularly those related to administrative law and the environment. He has been a lecturer at public and private universities and institutions on many courses and seminars about administrative law and, particularly, laws concerning water. In 2013, he was appointed HR deputy director at Canal de Isabel II, and since June 2016 he has been the head of the company's HR management. Jorge de San José

Bacherlor’s degree in law and criminology (Universidad Complutense de Madrid). General Management Program (IESE) and postgraduate in strategic HR management (ESADE), among others.

During his more than 20 years’ experience he has worked for Carrefour as HR manager of the Cash & Carry line, at Sacyr as corporate director of talent management and development and also in labour relations, and since 2014 for Ineco as executive director of people, organization and safety.
Considerable experience in mergers, sales, globalisation, transformation and business change in public and private companies in different sectors, and has taken part in major Spanish and international growth and collective bargaining processes.

The HR team he is in charge of at Ineco recently won the 2017 Human Capital Award for "Comprehensive HR Management" related to the creation and achievements of talent programmes. Jorge Hernández

Bachelor’s degree in law (Universidad Complutense de Madrid), Program of High Business Management (ICEX-CECO), executive master in human resources (Centro de Estudios Garrigues) and diploma in labour law (Escuela de Práctica Jurídica, Universidad Complutense).

Professional with more than 20 years’ experience in HR management and in public and private companies in different fields of business.

He started work in the Grupo Informa, a leader in financial, sectorial and marketing information, and subsequently joined the airline industry as HR director in the Spanair Group subsidiary Newco Airport Services which provides handling services.

After the tragic accident of flight JK5022 and the airline’s economic crisis he entered the healthcare sector as the legal and personnel director of the concessionary company Hospital Universitario Majadahonda-Puerta de Hierro.

After a short period of time, he returned to the aviation business as HR director of the public-sector business entity ENAIRE (formerly AENA), in charge of air traffic control personnel.
Since May 2012, he has been the director of HR and organization at the Tragsa group, a public company belonging to the public state holding SEPI. The Tragsa Group - which has more than 10,000 employees and celebrates its 40th anniversary in 2017 – is active in the fields of environmental conservation, rural development and the provision of agricultural, forestry, livestock and rural development services.
